How do you reformat with no disk?

I tried to do system restore and it won't let me. I think that I am just full of malware and I want to get my machine back to the basics and then find a good antispy and virus program. It seems like every time I DL a new antispy or antivirus it finds things that the one before didn't. I just want to clean out my machine back to factory settings, but it didn't come with a reformat disk. How do I do it (FREE)?
