Power Outage, Computer won't start right!

Hi. There was just a power outage at my mom's house today and she had had
her computer on when the outage occurred. When the power came back on, her
computer started up and then it went to the screen where you can select
"start windows in safe mode", and other stuff like start with last
known settings

So anyway, I tried to select to start in safe mode and it acted like it was
going to start like it was supposed to and it came back to the same screen
about starting in safe mode. So, I tried selecting to start with last known
settings and it did the same thing. So, I turned off the power to the
computer, let it rest for about 30 seconds and tried again and it came back
to the same screen. I even tried ctrl-alt-delete.

Problem is, when we bought the computer, it didn't come with a Windows CD.
We bought it at Microcenter several years ago.

Do you have any suggestions what I can do to fix this? Could it be fried? Thanks in advance!
