No Desk Top Icons or Start Tab

I have a computer that boots up as it should, but once it boots there is nothing but the desk top picture. I tried booting and safe mode. Still no icons or start tab. Just a black screen in safe mode.

I tried to open Task Manager to see what was running, and got a message that said Task Manager had been locked by my Administator.
