Windows Installer Won't Install Anything

Ok, I have posted something like this in the forums before, but I've discovered what I think is the problem.
Windows Installer wont install anywhing. It comes up with an error message saying "The windows Installer service could not be accessed. This can occur if you are running windows in safe mode, or if the windows installer is not correctly installed. Contact your support personnel for assitance."
Now, I've been to the windows solution but no luck there. So, winth the advice of Fenor, I went into services to investigate. going down to windows installer, I see that it has not got the "Started" status next to it. Now, when I double click it, it comes up with the Properties window. In service status it sais "Stopped". When I press the Start button it starts to load, but then I get an error message saying " Could not start the Windows Installer Service on Local Computer. Error 997 : Overlapper I/O Operation is in progress."
I have no idea where to go from here.
I dont have SP2 because it doesnt work on my computer :tazz:
Any help at all would be appreciated.
