XP Home saving settings hangs up-will not restart

:tazz: System is working except that suddenly today it hangs up when closing down or attempting restart, even after "safe" mode. Various system utility programs and chkdsk found nothing wrong per se. Otherwise it seems to working normally.

Download and install SpeeDefrag then at the end of the install, leave the tick in run now, you tick the box for C if you have one hard drive

This will shut down and then restart the PC to the point where it will defrag the drive, as it goes to shutdown windows may throw up boxes about programmes which are trying to run

This is to establish if it will shutdown / restart
