Cannot delete partially downloaded .exe file

I downloaded a game installer but aborted the download before it was completed. Now I have an .exe file sitting on my desktop. Everytime I try to delete it, I am unable to because 'it is being used by another person or program'. I hit Ctrl + Alt + Del and there's nothing running under the Applications tab. I'm not familiar with the Processes to know which one to end. I don't know if this helps, but here's a screenshot of the processes.

most likely it is explorer.exe keeping it open....the manual way to delete this is to open a command line box (start > run, cmd <enter> and delete it the old fashioned way (DOS commands)

You can also download killbox from our downloads page (find links at top), which will do this for you....

Can you walk me through the process of deleting it using DOS commands?
