Our Forum is Down, what does this mean?

On our newly created web forum, the following message appears when trying to access it:

phpBB : Critical Error

Could not query config information

DEBUG MODE

SQL Error : 1033 Table './phillyrmc/phpbb_config' was created with a different version of MySQL and cannot be read

SELECT * FROM phpbb_config

Line : 213
File : common.php


What does this mean? How can we fix it?

Did you recently upgrade to the latest version of mysql? If so that is your problem. You will either have to reinstall phpbb without your current database(aka start over) or you will need to reinstall the prevous version of mysql. If you did not do any of this make sure you have mysql running.
Right click my computer-left click manage. Select services and applications. On the right hand site find mysql and make sure it is started. If it does not say started next to it click it and check neer the file menu for a play button and click it. Check the pic for more information on the mysql's location.Try accessing your forum again. Hope this helps.
