Question about Gateways

I know a Gateway operates at multiple layers of the OSI model. I was wondering if they also operate at the Physical Layer.

gateways (routers) generally do not operate at layer1....they're generally layer2 and 3 devices (i think).....the general rule (at least how i learned it) is if it's "smart" it's not layer 1
