Steam Help please

ok im new to steam and i want to start playing counterstrike source

so i download steam from the website

after i've installed it, it stops uploading steam at 27% and gives me an error saying

" Steam.exe ( main exception ): ERROR : delete of Steam.exe failed, Win32 Error 5

"Access is Denied"

please help me fix this problem
