Can anyone help me
1.) find out what this program does and
2.) How do I Fix it?

Go to the HiJackThis section of the forum and follow the instructions, it will clean any viruses and malware that may be present, and should resolve the problem

I used Google to search for "h91746.exe" and came up with this info at http://www.sophos.co...ialtlflici.html
Maybe it will help you? When you go to the website, click on the advanced tab, it will talk about "h91746.exe" there. It's associated with a Trojan called "Dial/TlfLic-I" also known as "Trojan.Win32.Dialer.ay"

Honda, that's why I was refering you to the HiJackThis section, it has the best options on how to clear any unwanted viruses and such.

Click This Link it will take you to the section of this forum which address Trojans and malware. Let me know if you need further assistance.
