I installed a new Seagate 160G HD. The first time I wrote the OS to the disc it read it as 160G (actually probablysomething like 159G). Now it reads it as only 129G. What happened to the other 30G+?

Run disc clean up then click more options, click clean up restore points, confirm and reboot

Run disc defragmenter and check the reported disc size there

The 129Gb is typical of issue with large drives and older machines.
