Diskette Format Problems

Having Diffuculty formatting 3.5" Diskettes. When I format a diskette and save a file to it all is fine, but when I go back later and try to save a file to it, I am advised by Win XP that the file needs formatting. Sometimes when I try to open it up I have to go via my computer rather than click on Diskette shortcut. By the way I changed the 3.5" drive and still have the prblem

If you format the disk in Win98 and then try to use it in XP, XP will insist on reformatting it.

This is because XP made an invisible change to the process of working with floppy disks and now does something that Win98 never did. I forget what it is but its not important.

Anyway format the disk under XP and it should continue to work under Win98 as well.

This problem has occurred when I format on XP with new diskettes right out of the box. Could it be the drive?
