Hi,
Premiere Pro is more a video editing application. If you want to create fancy effects i suggest adobe after effects. check www.adobe.com for a list of plugins, there are a few free ones you can download or you can download demos of the ones you have to pay for. Using bittorrent or other file sharing software could result in illegal activity so i cant help you there.
If you want to blur parts of the video i wrote a tutorial a while ago on how to do so in adobe premiere pro 1.5, here it is:

Thanks... I will have to look around... and by the way I do have aftereffects... I just have to learn how to use it... I dont even know where to start... are there built in tutorials in the program???.... and I found another way... my way was more complicated... but I found a way using photoshop and adobe premier... and tracking was used to blur somthing.... but it doesnt look at good as I suppose the tutorial you wrote out would look.... Il try your way and see what happens.... Thanks for the help... and il edit this post and add the link to where I found the way I did it....
