Can receive email but cannot send

all of a sudden none of my email clients will allow me to send messages- get 0x800cc0e error message- cannot connect to server. I can connect with laptop so I know it's a problem on my desktop. have not changed any settings- have disabled firewall and antivirus and get same message. Outlook, Outlook Express both give them same message with 2 different isp's. also received following error message: "there is a IP address conflict with another system on the network." Windows System Error. Help please???
