Password protect any tray icons from being closed?

Is there anyway to password protect tray icons to prevent them from being closed or disable (grey out) the close/exit command? I am wanting to prevent Spybot S&D resident from being closed in the taskbar, among other icons. Also is there a program to do this or must i do registry edits?
