Same result when I log on as Administrator as for the Accounts that I have made.

Opens the background, flashes a start bar, then 'hangs'.

Tried Ctrl + Esc ==> nothing
Very little disk activity on LED (slowly flashes but very dull)
No ICONs presented on screen

The only thing I have been able to do on these accounts is Ctrl + Alt + Del ==> brings up Task Manager.
From there I can log out

does it do that in safe mode?

Very odd...thought it was a corrupt default profile, but that no longer sounds like the issue

try this

control alt delete (in unworking account)

FILE > New task (run)

type explorer.exe

does windows taskbar load?

I have a feeling we (or you) are getting closer now. The same thing happens as when I log on, the task bar flashes up. It is not hidden below, and their is no applications running or an explorer process on the Task Manager.
