rebooting from cd

ACK help me plz. Im trying to reformat and it wont boot from win cd( came with comp from dell) i went into set up and changed it to boot from cd and still nothin:( what can i do. comp is tweeking out!!! :tazz:

is it a recovery cd or a 'proper' Microsoft Windows CD?
If it's a proper Windows CD, you have to 'press any key' when it says so on the screen.
