Computer won't start up

My PC will not let me log into windows. The operating system is Windows 98. I can get the black screen with error messages, but it won't even let me get into safe mode. I tried fixing the registry but it won't complete that either. I have been told to relaod Windows which I can do, but I don't want to lose all my files. What can I do?
