hi everyone, im new to photo editing. i want software to where i can totally customize the photo. and software that can create animated gifs or photos... not just any animation but being able to take parts from the picture and animate them or insert particular objects into a picture and being able to animate that as well how i like...also being able to size any image or format to how i like. any recommendations on some darn good software i need or any other tips/tricks. thanks.

Have a look at Paint.net, this version needs .net framework 1.1 with all the service packs

Later versions use .net framework 2

Irfanview will resize and change file format, get the plug ins as well

Gif Splitter will seperate animated gifs to .bmp so you can edit them

http://www.xoyosoft.com/gs

Unfreez will make gifs

http://www.whitsoftdev.com/unfreez/

If you use gif splitter then you will need to use irfanview to save them in order as .gif to use unfreez

That's a free way of doing it
