converting windows media file

i have a video that i downloaded off a website that is saved as an mpeg file, but when i try to play them with something other than windows media player, it does not recognize it as a movie file. i want to try to put this file on my video ipod, and i have a program that can convert video files to mpeg4, but this file doesnt seem to be a movie. i think it might be an issue with codecs, though i dont know what a codec is i jut know that this file has different ones than any of my other video files. ill put the codecs it has below

Audio codec: Windows Media Audio 9.1 16 kbps, 16 kHz, mono 1-pass CBR
Video codec: Windows Media Video 9

so does anyone know how i can convert this file so it can be played in any media player (quicktime, etc), and so i can convert it for my ipod? thanks!

what kind of file is it? like..what kind of movie and where did you get it from?
