Windows 98 System Restoration

After going thru the steps to restore Windows 98 I have a screen that pops up everytime I shut down and reboot. After going thru the normal black screen with info I get a screen that says now put in the Operating System backup CD. Nothing happens when I put the CD in, it says that it can not read it. I push escape and it goes straight to Windows 98. It is just a nusance. Any advice?
