Need help making new hard drive the master

Hi - My Dad has a pc with a hard drive that is completely full. He installed a second hard drive that is much larger. He would like that to be the master or primary hard drive. Right now, it's the opposite. What steps does he need to do in order to make this happen?

He's using Windows XP.
