VPN Connection between Home and Office (Workgroup)

I've got a client who wants to connect via VPN from his home computer (WXPP) to the his office (W2k), then take control of the office computer using PC Anywhere or NetMeeting. The client has a router at the office, which is supposed to handle VPNs, but we keep getting Error 800, VPN server is unreachable. Do we need to do an IP forward in the router to his office computer? I know I'm probably missing something so simple, but ...

Is the office PC one of many on the office network ?
Does the office PC have it's own, public IP address ?
btw - although VPN can be used, you can access a remote PC without it very easily, and if using PCAnywhere, I'd recommend connecting without VPN

what kind of router? Did you set it up for VPN...most features will be off by default
