loading .mmf, midi files to polyphonic cellphones

depends on the phone and service provide you have. some phones are limited to what you can download (samsung/sprint) while others allow you to do whatever you want after you purchase thier software (razor/motoralla).

also you have to have the cable that goes from the phone to the pc (or bluetooth if available).

at least with sprint you can't. I wish it was possible as I would like to change my ringer. If you have a different provider then check with them to see if they offer any way to do it.
