I downloaded and extracted the file gerryf suggested and I merged it into registry. After I rebooted I am still having the same problem. It still looks like the classic theme and there is no option that changes it no matter which setting I have it on. Any help is appreciated.

Try download styleXp OR another thing you could do Is do system resotre back to the date that you know it did work.

Hi nschick,

Give this a shot :

Download and Unzip Resources.zip to your Desktop

Find the file named Luna.msstyles... the file size will be 4,089 kbytes

Move this file to C:\Windows\Resources\Themes\Luna (don't move it anywhere else!)
Let it replace the older one in this folder

REBOOT your system

Go to Display Properties and you should be able to choose the XP theme again
