I can think of a couple of possibles - I'm sure there's many other things to try too.

First, when did you last defragment your hard drive? If it's badly fragmented then it will have to spin more to find the various bits of files. More spinning, more noise. Go to Start=>programs=>accessories=>system tools=>Disk defragmenter.

Your case fan or CPU fan could be loose or clogged - check they are properly attached.

If you do think it's dirty inside (and pcs do suck up a fair amount of dust) then DON'T wipe with a cloth and DON'T put the vacuum cleaner in there! Go to your local electrical or hardware store and get some canned air (exactly what the name suggests) and use this to blow dust out of the case.

I'm sure there may be other things causing the noise but these may be a good start to try.
