Will IE 7 only be released with Vista. Or is it when Vista is released, we XP users just go to Windows Update and it will update?

Will it even be released when Vista is? Or sooner? (Also, is SP 3 for XP still on-track? Vista's release date was moved, and I heard SP 3 was going to be released after Vista, so is SP 3's date moved as well?)
