I have a ASUS (ATI) Extreme AX 300SE/T Video Card.
All the latest drivers installed. It is ATI certified.
Believe all is installed and configured correctly.
Has VGA port (in).
Has SVIDEO port (out).
Has SVIDEO/COMPOSITE 6" adapter (converting) cable.
Came with the CARD. Total cable length is 4' feet.
The TV I am trying to use with my PC has only COMPOSITE jack in.
I am having trouble getting a picture to show from TV.
I get a flash message on MONITOR screen on bootup
"INPUT SIGNAL OUT OF RANGE"
Have no idea what this means.
Any help with this?

"INPUT SIGNAL OUT OF RANGE" usually means that the monitor/television cannot support the resolution and/or refresh-rate that's being sent to it.

I know my numbers for these settings are 1024x728 and 60HZ.(default)
Is this correct?
Is there a guideline for the correct settings or do I do trial and error?
