Ip/Server Problems

I play a game and you can connect to all kinds of differnt servers through this game. All u do is type in the ip address and the port( the port is almost always 7171).. Well any ip adress i type that is all numbers doesnt work. But any ip address i type thats like a website works

Ex

123.32.9801 wont work
but
ot.tibiafans.com works..

and yes the server that is online is working and is up.

They both run on port 7171

I dont know if its internet sercruties.. or what.. I dont run a firewall i dont use a router i use dial up. My isp is Netzero. i run win 98se. if anyone has a idea please let me know
