Will it start up in safe mode?

I don't have a windows disk to start in safe mode. Or is that not needed?

That is not needed at all.
When you turn your computer on, after you see the BIOS screen, keep on tapping F8 intill you can see a Menu. Choose safe mode and see if it will boot.

I tried hitting F8, and that didn't take me to a safe boot option. Any other ideas?

Just keep tapping it when you turn on your computer than.

you have to start tapping as soon as the computer turns on and keep on tapping.
or hold the ctrl key in instead. If neither of these methods give you
the option then read the screen when it starts it should say about boot options.

I finally got it to boot in safe mode in windows and in DOS. I still can't seem to fix the problem. I ran spybot and search bot, and fixed some problems, but not the .DLL error. Any Ideas?

It Says; DLL Error a required .DLL file, NPPTOOLS.DLL was not found

What I put in blue you type what I put in Red you do
1)Start your computer in dos mode and at the prompt c:> ver press enter
What does it say.
2)at the dos prompt C:>scanreg /restore enter
This should give you a list of the last 5 times you computer started pick an older date
Select the previous registry you want to restore, and then press ENTER.NOTE: A properly working registry has the word "Started" next to the date.
When you receive notification that you restored a properly working registry, press ENTER to restart your computer.
