Hi there

First thing I would check is this :
Insert a CD into the drive. Make sure its a normal data CD (i.e not audio, not blank & not burnt). Also make sure the disc is clean & not scratched obviously.
Wait a few seconds then open My Computer & double click on the CDROM icon. See if it can read the drive. Depending on the CD, Windows should either automatically run the disc, or it should open the disc in My Computer & show you the contents.

If neither of these 2 things happen, then make a note of the following when you double click on the icon :
Does the disc appear to spin?
Do any lights on the CDROM drives itself flash?
Do you get any error messages?

Let me know what happens

i tried wot u said got a clean computer game with no scrathes inserted in to the laptops cd drive
the light flashed about 5 times and it made an on off sound as if it was trying to play it but coudnt.
i then opened my computer and double clicked on cd drive. the cd drive light started to flash again and it tryed spinning the disc it did this for about 30 seconds before comming up with an error message which said...
Windows can not read the disc. the disc might be corrupt or it could be using a format windows dosent recogise
it then stops a dose nothing
i then tried it with 2 other discs and got the same error

Sounds to me like the optical drive is worn out or faulty.
Before your mate gives up on it completely though, he could try these steps :

1. Run the laptops hardware diagnostic (if it has one). Dells for example normally have a hidden system utility partition that can be accessed by pressing the F12 key on boot up when the Dell logo appears. This utility can run various hardware diagnostics tests, including ones for the optical drive.
(You can also access these diags by booting from the Dell Resource CD, but thats probably not a very helpful suggestion in this particular case!)

2. If all else fails, try cleaning the laser in the optical drive
