Sector by sector partition copy application?

A few days ago i bought a new hard drive. I want to migrate all the data in the old disk's partition C (including Windows) to the new hard drive and i was told that this task can be accomplished with a Sectory By Sectory disk copy utility. Which one would you recommend to do so?. (Preferably if it's freeware)

If your new hard drve came with a CD it likely has the software you need. If it's a major brand HDD you can download the software from their website and burn it to a disk.
