Deleting Programs/Firewall/User Accounts

I used the add/remove program feature to delete a program, but I still see the program on the system. Is there something else I have to do to delete it?
Also, after downloading a program, I keep getting message that the program is trying to access the internet and can't, or firewall is preventing program from accessing internet. When I downloaded the program, I granted access from firewall.
Is there something I can do to change settings, so I won't run into this problem?
Is there a way to copy user settings from one user account to another?
