HOME PREMIUM "administrator"

I have looked everywhere. Can someone knowledgeable please tell me the true way of becoming the administrator of Windows Vista Home Premium, NOT any other version. LOCAL USER GROUP POLICYS aren't available in HOME PREMIUM. So how do I do this? If there is even a way, there has to be! Someone help me on this.

Be advised that, like in XP, if you run exclusively on the Administrator account and the account gets damaged badly for whatever reason to a point where it won't let you make new ones, then you face having to back up and wipe.
