How to make color transparency over background image

I have a webpage where the body background is an image repeated. I'd like to create a DIV box where the background color (of the box) is slightly transparent, showing the image underneath. I've seen something like this on my friend's myspace page. I've attached an example of what I am trying to do. Does anyone know how to do that in HTML?

anyway now that you posted let me reply, if other people what to know about this.
that can be done with CSS like this:

.trans_div{
   background-color:blue;
   -moz-opacity: 0.7
   }

1- a make a class (optionally, you could make a id or use the HTML element)
2- declare what is the background color
3- "-moz-opacity" use the opacity property and its attribute : "0.7" where 0 is no transparent and as you get close to 1 you will get more transparence
