Strange Problem with Vista

This is a strange problem, Vista Premium and Internet Explorer 7

When browsing the Internet everything will run and browse normally, but sometime after a period of time
when I open a new tab nothing will display ? just a white page.

But if I close that page and put the same url in my exsiting tab it will open fine.

I then thought to clean the browser through control panel and Internet Options
First I notice all the icon within the control panel have changed in size
Then I cannot open Internet Options to Delete the cache (click and nothing happens)

I then get blank pages with Internet Explorer ?

Then only way around this is to Log Off the account then log back in
open Internet Options and then clear cache.
Then i can browse again..

This does not occur all the time and is very intermitant.
