I wanted to edit my UAC settings so I went to start -> run -> secpol.msc. I received a 'file not found'. I did a search for it and had no results. What should i do?

Have you tried Start > Control Panel > Security Center?

Now try Control Panel > Administrative Tools

Ive tried both of those. None of them seem to have UAC settings.

Have you clicked on "User Accounts" in the control panel? Was that a no-go too?

I didn't see advanced UAC options in there, just on and off.

How would that help me? I can't even get to that point. secpol.msc is missing, how can I get it back?

I typed secpol.msc in the run command and it took me to Security Settings.... same as the first piture in that link.

Ah Ha!...You're right, secpol.msc is missing on Vista Home. Sorry, I don't know the registry edits

Group Policy Editor (GPEdit.msc) and Security Policy Editor (SecPol.msc) are
not included in the Home versions of Vista.

You can configure most of the same settings in the Home versions, but they
have to ber done using direct registry edits.
