Control Panel is gone

I have a shortcut to control panel on my desktop. All of a sudden, when I double click that icon, the control panel window appears and disappears instantly. Thinking it was the shortcut, I re-added it to my start menu, same problem. Then I tried adding control panel as a menu to the start menu. The menu comes up empty. Any ideas?
