AOL 9.0vr will not allow save

We have found that we cannot save setup options in AOL 9.0vr. We change the settings, save them and on machine reboot the settings revert to defaults. We have discovered that the reason AOL 9.0vr will not start after reboot is that it is attempting to dial a connection with no modem present and only a broadband connection. Once we run onefix reset location everything works fine until next reboot.

Any ideas on why we cannot save options under aol 9.0vr on vista?
