So is this a mac your using?
If so use an http://www.elgato.com/ tv tuner to record the content and http://www.nullriver...ucts/connect360 to sync the video to the 360... if this isn't what you are talking about please post more details on what you mean and your setup.

As far as getting your tv signal to the tv upstairs, I know their are devices for this, but I would think it would just be cheaper to get another cable box... if you want to learn about these devices that can stream tv wirelessly in a house I suggest you google for a home theater forum.
As far as getting the tv to your mac you can use a sling box http://support.sling...slingplayer_mac or an elgato tv tuner or use a tivo to record content and bring it to your mac over the network with tivo to go or http://www.equinux.c...tral/index.html also has a tv tuner option. I am sure their are other ways like putting a media center pc by your cable box and using that as your hub which would also stream to the 360.
Also, I am sure their is a way to stream from a mac to a pc over the lan ,but I only know of connect 360 which allows you to sync content. Another way to get video from a mac to a tv is of course appletv...
The easiest sollution for your setup might be to buy a cheep pc and tv tuner and use that with a service like windows media center, VLC, or ORB to stream your video over the web to all devices... and MYTHTV (systm.org has a tutorial on this as well as many other sites) is a linux media center distro that's amazing and allows you to do more syncing than you could dream of.
Good Luck, if I find a better option I'll let you know... try a home theater forum with people smarter than me.
