The short answer: it's a bug in Internet Explorer that could, under certain circumstances, allow untrusted software to run - in other words, a vulnerability. The good news is that it's been fixed.

My OS is Windows ME is there any information about removing it from this OS? Thanks so much for your help.

as already noted, this is an exploit that --assuming you have the latest Internet explorer and all updates-- is really a false positive, meaning Spybot reports it, but it is not there.
If you simply want to stop seeing the message, here are some instructions for removing the setting that causes it to appear:
