Trying to download the program to unistall Outerinfo

I've had problems viewing certain webpages eversince I started trying to protect my computer. I have outerinfo installed and i am trying to delete it following your instructions, but I can't even view the link you have provided to unistall it. I keep getting IE can not display the webpage. I thought it might have to do with my privacy settings, but I need some help. I using Windows XP Pro.
