Customize Vissta Explorer Toolbar

In Vista Explorer (The file manager, NOT the net browser) when right clicking on the toolbar, I get <Show Norton Toolbar> and <Lock the Toolbars> options. I want to customize the toolbar. Clicking on <Show Norton Toolbar> does nothing. I'd like to add cut, paste, copy. Also, I'd like to get rid of the <Show Norton Toolbar>, as it does nothing.
