Doing a graphic conversion is not dependent on the operating system. Open any graphics program you have installed, open the bitmap image and then do a Save As and select jpeg format.
If you need a nice graphics editor that works very well and is user friently:
GetPaint
or you can use this PhotoShop-like free online graphics editor:

I just use the built in paint in Windows. Open the image file and Save As with a different file type.

I would have recommended the built-in Paint program except for the fact that it does not save jpegs of very good quality. The program I mentioned allows setting of the quality of each jpeg image and thus the file size. Being a free program was better than recommending using PhotoShop. Even the online Graphics Editor is better to use than Paint.
