I am at a loss. I have my mom's laptop. She has Vista on it. Which I'm not familiar with at all. She has this window that keeps popping up. Windows installer. Can't cancel, end task or close it. It seems to be something related to her printer. Although I'm not positive about that. She also has another browser. Opera? Which I can't uninstall either. Can't even locate the files for it. I try to open IE and at times several windows will open. She constantly has new toolbars being added. She doesn't know why. She also has problems with her Norton's. Can't install updates.

I don't know where to even start.

It sounds like you may be infected.
I suggest you go to the Malware Forum and run all the steps located in the START HERE. These self-help tools will help you clean up 70% of problems on your own. If you are still having problems after doing the steps, then please post a HiJackThis Log in THAT forum. If you are unable to run and/or post a HJT log, then post that in your initial post in the topic you create in that forum.

If you are still having problems after being given a clean bill of health from the malware expert, then please return to THIS thread and we will pursue other options to help you solve your current problem(s).

I already ran the malwarebytes scan. I don't have any critical updates to install. They are optional ones. I ran the norton's and it only found a tracking cooking that was low level threat. I 'fixed' the problem before closing that. So I don't know what to do.

Norton could not catch a cold, it is worthless!
It sounds like you have some major infection so please let a mal-ware expert help you.
