vista home basic error

When booting a Vista home basic receiving this error:

Boot\BCD\
Error 0xe000000f

Booting from re-installation cd, entering command prompt,and I am unable to rebuild BCD store. Tried rebooting and doing a system recovery and it's not giving me an operating system to recover.

Any ideas?
