Laptop PC usage 75-100% when performing any action

When performing any action with my laptop, even small tasks like opening AIM or IE or even word. My mouse curser doesn't move smoothly at all, and streaming videos and downloads are impossible. Virus scans take an unusually long time as well. I've rain Avast, and Malware virus scans as well as a spyware scanner have found nothing that would be causing this. I've followed all the steps given in the read first post, and saved all logs as instructed.
