Add/Remove Window wont populate!

This is for my buddy he will be sending me a hijackthis log soon, but yeah, the window will not populate, the sides are working, he has re installed the os, his Windows XP SP 1 , I told him to update to at least SP 2, but it still wont populate, he also did sfc /scannow and inserted the os disk. What else is there to do? Am I right it being a malware issue? also to add he reinstalled the drivers that were on the computer.
