Antivirus Problem and Problems w/Downloads

My Computer orignally started as a Windows XP, then I upgraded it to a Windows Vista, the Home Edition, I think it is 32 bit. My problem is this. I tried to uninstall my AVG virus, and when I did, I was not able to get rid of all of it. Also, my Internet Browser and my Safari Browser do not work. When I try to download with the Internet, it simply closes the page. When I try to download a file with Safari, the Safari Browser is unable to find the file to open it. I have tried to download in Safety Mode, but that does not help. Any Suggestions?
