Yes it is because Avast deleted the userinit.exe file because it was infected.
Do you have a Windows XP cd?

I attached a good copy but as soon as you placed it in the system 32 directory it was re-infected.

Does the infected machine have a floppy drive?
Does you other non-infected machine have a floppy drive?

If so you can copy the userinit file to the floppy and boot into the recovery console and replace it.

Let me know about that and we will continue from there.
